EETEM: Request for extension of the deadline for the subsumption in the electronic system of declarations of illegal constructions of Law 4178/13
The President of the Scientific Society of Technological Education of Engineers (EETEM) sent a missive to the Minister of Environment and Energy, Mr. G. Stathakis, in which he requests a six-month extension of the 12-month deadline from the enforcement of Law 4495/17, which was set for the completion of the declarations of Law 4178/13 regarding the declaration of illegal buildings and buildings with illegal constructions, avoiding the transfer to the new law.
Apart from the significant workload of the Engineers during the first phase of implementation of Law 4495/2018, where the Engineers are obliged to file all the required documentation to complete the subsumption process, ΕΕΤΕΜ also highlights the fact that the Ministry never proceeded to the implementation of articles 85 and 87 of Law 4495/17, according to which “In the digital platform of orthophotomaps of article 85, under the care of the competent agency of the Ministry of Environment and Energy, aerial photographs of the entire country will be uploaded which will be used as reference and control base in order to determine the completion of the illegal constructions by the competent organization up to 28.7.2011.”
EETEM: Αίτημα για παράταση της ολοκλήρωσης υπαγωγής στο ηλεκτρονικό σύστημα των δηλώσεων αυθαιρέτων του Ν.4178/13
Με έγγραφο του προς τον Υπουργό Περιβάλλοντος και Ενέργειας, κ. Γ. Σταθάκη, ο Πρόεδρος της Ε.Ε.Τ.Ε.Μ ζήτησε εξάμηνη παράταση της προθεσμίας 12 μηνών από την έναρξη ισχύος του Ν.4495/17, η οποία προβλέπεται για την ολοκλήρωση των δηλώσεων του Ν.4178/13 για δηλώσεις αυθαιρέτων και κτιρίων με αυθαιρεσία, χωρίς μεταφορά στο νέο νόμο.Εκτός του μεγάλου φόρτου εργασίας των Μηχανικών κατά περίοδο ολοκλήρωσης της πρώτης φάσης εφαρμογής του Ν.4495/2018, κατά την οποία οι Μηχανικοί υποχρεούνται να υποβάλουν όλα τα απαραίτητα δικαιολογητικά, ώστε να περαιωθεί η διαδικασία υπαγωγής, η Ε.Ε.Τ.Ε.Μ επισημαίνει επίσης το γεγονός ότι το Υπουργείο ουδέποτε προχώρησε στην εφαρμογή των άρθρων 85 και 87 του Ν.4495/17, σύμφωνα με τα οποία «Στην ψηφιακή πλατφόρμα ορθοφωτοχαρτών του άρθρου 85, με μέριμνα της αρμόδιας υπηρεσίας του Υπουργείου Περιβάλλοντος και Ενέργειας, εισάγονται για όλη την επικράτεια οι αεροφωτογραφίες που θα χρησιμοποιηθούν ως βάση αναφοράς και ελέγχου για τη διαπίστωση της ολοκλήρωσης του φέροντος οργανισμού της αυθαίρετης κατασκευής μέχρι τις 28.7.2011.»
