The opening of an account by natural persons who did not already have one, adding a co-beneficiary to an existing account, as well as the unfreezing of inactive accounts, the activation of which had been prohibited when the capital controls were imposed, are the main changes which will ensue for natural persons from the decision of the Minister of Finance, Euclides Tsakalotos. Pursuant to the same decision, it will be permitted to withdraw the whole amount deposited in a Greek bank from abroad, while businesses are facilitated as they will be able to make transactions abroad up to an amount of 20,000 Euro instead of the 10,000 Euro limit which applied heretofore. More specifically, the decision published yesterday in the Government Gazette stipulates that:

• Natural persons who had no bank account heretofore may now open an account, current or savings, and to add a co-beneficiary to an account via the creation of a new Customer ID in any financial institution. The only condition for opening an account is that said person is not a beneficiary to any other available account in any other financial institution. For this reason, the applicant will have to submit a relevant solemn declaration.
• The prohibition regarding the activation of inactive accounts which remained up to this day frozen due to capital controls is lifted. With the unfreezing of the account, the time for the 20-year statute of limitation, beyond which the money contained in inactive accounts goes to the State, starts to count backwards. Therefore, anyone who wants to avoid this risk must go to the bank and proceed to the relevant actions for the activation of these accounts.
• It is permitted to withdraw up to 100%, instead of 50% which applied heretofore, of the amount which is transferred, after 01/12/2017, from abroad to existing accounts kept at any financial institution in Greece via a procedure determined by the Committee for the Approval of Bank Transactions.
• Legal persons or entrepreneurs may make transactions towards foreign countries from the financial institution branches, within the context of their business activities, up to an amount of 20,000 Euro, instead of the 10,000 limit which applied heretofore, each, per customer, per day. The aforementioned transactions are completed when the relevant invoices and other receipts and documentation have been submitted, where the latter must be accompanied by a solemn declaration stating that the relevant documents are genuine and have not been submitted to any other financial institution.
